After the goals to guide the selection of indicators were determined, indicators were developed using a Delphi Study of development professionals from the three sectors of sustainability. The Delphi was conducted over email and was concluded after three rounds. Sixteen (16) indicators were identified to monitor progress towards goals derived from two areas. These areas are:

- Mayor Bill White's re-structure of the planning commission to six sub-committees (This new administrative framework reflects the mayor’s goals for urban development).

- The Citizen's Agenda for Houston's Future Top Ten Goals approved by 1,000 plus delegates at the Blueprint Houston Citizen's Congress.
